It will depend on the exchange rate and manufacturer of the SBC. For example, in Oracle SBCs two types of changes are defined, rtc-supported and not rtc-supported, depending on the need to restart the computer to make the configuration change effective.
Some examples of configuration changes that do not imply restart are the application of HMRs, changes in LRTs, inclusion of new PBXs in established trunks, adding NTP servers, etc.
Examples of not rtc-supported changes would be negotiation changes of a physical interface, configuration of the monitoring tool, changes in HA, establishment of new trunks associated with a new physical interface, etc.
